A group of US senators has introduced the SkyFoundry Act of 2025, legislation that would establish a drone production and innovation facility at the Red River Army Depot (RRAD) in Texarkana, Texas.

A Multi-State Effort Is Underway:

The effort, led by Sen. Ted Cruz (R-Texas) and co-sponsored by Sens. John Cornyn (R-Texas), Tom Cotton (R-Arkansas.), and John Boozman (R-Ark.), the bill would authorize RRAD to produce, test, and deploy small unmanned aerial systems to support US defense readiness. Lawmakers say the initiative is intended to help the US outpace foreign adversaries such as China and Russia in drone manufacturing and deployment.

The proposed facility would operate under a Government-Owned, Government-Operated with Contractor Augmentation (GOGO/CA) model, combining the strengths of military, civilian, and private-sector expertise. It would also create opportunities for public-private partnerships, including collaboration with universities, local industry, and nonprofit organizations.

Sen. Cruz said:

“Establishing a drone manufacturing facility at the Red River Army Depot will help ensure that the United States remains at the forefront of drone production. I'm proud to see the Lone Star State continuing to lead in defense innovation, and I look forward to working with my colleagues in Congress to swiftly pass this legislation.”

The plan has drawn strong support from local leaders and economic development officials. The Red River Army Depot, already a major economic driver for the region, spans more than 15,000 acres and supports around 3,500 direct jobs. In total, it contributes over $1.6 billion annually to the local economy.

“The SkyFoundry Act of 2025 represents a forward-thinking investment in advanced manufacturing of unmanned aircraft systems and workforce development that aligns with the Texarkana region’s long-standing commitment to economic growth and regional opportunity.

Tossing Big Numbers Into The Sky:

Supporters of the SkyFoundry Act say the new facility could help the US produce up to 1 million drones annually, at the same time boosting job growth and technological innovation in the Texarkana area.

A companion bill has been introduced in the House by Rep. Pat Harrigan (R-N.C.), with a shared goal of strengthening American manufacturing and reducing dependence on foreign drone technology.
